Ubiqu and Thales collaborate to strengthenEurope’s digital identity infrastructure

Ubiqu launches a solution combining Ubiqu Remote Secure Element (RSE) with Thales Luna HSM to eliminate the complexity of building secure, certified wallet infrastructure. This collaboration accelerates EU-wide adoption of secure and trusted digital identity with certified, post-quantum-ready infrastructure under eIDAS 2.0.

Paris / Delft, January 7, 2026 – Ubiqu, a pioneer in European digital identity technology, and Thales, a global leader in advanced technologies for the Defence, Aerospace, and Cyber & Digital sectors, today announced a collaboration to deliver certified infrastructure that simplifies the rollout of European Digital Identity (EUDI) wallets and enables organizations to become Qualified Trust Service Providers (QTSPs) within just a few months under the eIDAS 2.0 framework.

The collaboration aims to provide governments and service providers with certified and sovereign infrastructure for secure digital identification across the European Union. The joint solution combines Ubiqu’s Remote Secure Element (RSE) technology with Thales’ Luna Hardware Security Modules (HSMs), creating a fully compliant and post-quantum-ready environment for wallet deployment.

The announcement follows the introduction of eIDAS 2.0, which will give all EU citizens and residents access to a European Digital Identity (EUDI) wallet. By 2030, the European Commission expects around 80% of Europeans to use these wallets for services such as eGovernment, banking, and healthcare.

Simplifying eIDAS 2.0 compliance and scaling securely

The introduction of eIDAS 2.0 is transforming how European governments and citizens manage digital identity. To comply with the new regulation, member states, government authorities, and Qualified Trust Service Providers (QTSPs) must deploy secure, certified, and future-proof wallet infrastructures. However, building such infrastructure from scratch involves years of development, complex certification processes, and significant compliance risk.

The joint solution removes these barriers by providing a ready-to-deploy RSE environment built on FIPS 140-3 Level 3 and Common Criteria EAL4+ validated Thales Luna HSMs. The Ubiqu RSE is directly integrated into the Luna HSM, ensuring that all cryptographic keys and operations remain within a certified, tamper-resistant hardware boundary, whilst simultaneously catering high availability and scalability.

The result is a production-grade, eIDAS High-compliant solution that enables fast, compliant, and sovereign-scale deployment.

The joint solution fully complies with eIDAS High, WSCA/WSCD, and Article 30 trust list requirements. It is crypto-agile and post-quantum-ready, providing long-term resilience against evolving cybersecurity threats. Designed for open-source compatibility, it integrates seamlessly with leading wallets such as the EU Reference Wallet.

With flexible deployment options across cloud, hybrid, and on-premises environments, it ensures sovereign control and freedom from vendor lock-in, allowing governments and service providers to scale, innovate, and maintain trust on their own terms.
